Hosts offer web hosting and other web related services to their clients for example mail accounts, various web applications and so on. They use HC panel as it offers simple and efficient ways to manage everything that needs to be managed in a hosting business.
Resellers - as the name implies they resell something. In this case, they resell services offered by Hosts. To do the job they need hosting resources that they buy from Hosts in bulk via HC panel. Resellers use HC panel to further divide the hosting resources into smaller chunks and finally resell these resources to their end users. The server related operations are thus performed by Hosts.
Webadmins or Tenant Admins are therefore the end users. They buy different hosting services from either resellers or hosts in terms of plans. These services allow webadmins to create their websites, mail domains, mailboxes etc.
