Managing user's web applications
You may assign SharePoint Web Applications to certain customers.
Assigned Web Applications would be visible to the customer and all customers beneath. They can select the appropriate Web Application at the time of creation of SharePoint Sites.
To manage user's web applications, from top right corner of your screen, click 
and then go to SharePoint Module Configuration >> User's Web Applications.
