OWA policies and Active Sync policies can be assigned to specific panel users. The mailboxes under those users would then be able to use only the assigned policies. 

To assign user mailbox policies, from top right corner of your screen, click  and then go to Exchange Module Configuration >> User's Mailbox Policies.
